ROLE DESCRIPTION

Job Purpose:

        Provide the primary Information Management and Control functional interface and act as the Subject Matter Expert and Point of Contact for the Documents and Standards Technical Center. 

        Provide systems, plans and procedures, and guidance to the Documents and Standards Section analysts to ensure sound handling of information management systems

        Interfaces with DFO Coordinators to ensure successful handover of information deliverables in compliance with Company standards.

        Ensures the accuracy of the metadata associated with files to be uploaded

        Manages the workflow for the incoming data associated with specific Company assets

 

 

Key Result Areas:

        Provides Information Management leadership in the Technical Center by coordinating activities of staff

        Analyses incoming information for purpose, security requirements for handling, categorizing, metadata, quality, retrievability, access privileges, retention, etc.

        Plans and prioritizes activities toward achieving Information Management goals and objectives related to the Technical Information Center

        Provides business expertise with respect to Integrity Critical documentation for RasGas Operations

        Conducts research on new solutions and technologies relevant to the Technical Center

        Motivates and develops personnel to ensure the Documents and Standards Center is staffed with individuals of the required caliber and that there is adequate succession planning and provision for future demands.

        Prepares new plans as required; puts in place guides, procedures and tools to execute it (e.g. specifications, procedures, databases, central files, user guides, etc.) and provides training.

        Reviews standard contracting/procurement and project management documents and procedures to ensure they include clear communication of Information Management and Document Control standards and requirements.

        Provides oversight of Document Control processes through functional supervision of handover of information, assessment of processes, and issue resolution.

        Recommends improvements to procedures for Corporate documentation based on knowledge and understanding of Corporate Records Retention policy

        Analyzes recommendations for potential solutions to identify the best value for the Corporation

        Leverages considerable industry knowledge and expertise to protect RasGas interests by ensuring critical documentation is maintained and protected and that documentation complies with legal and operational requirements

        Fosters an environment of teamwork among direct reports as well as others who interact with staff

        Works to ensure projects and tasks are completed on time and within budget

        Thorough knowledge of QA/QC and ability to streamline procedures for this activity

        Complete understanding of documentation Life Cycle and EDMS

        Thorough understanding of RGEE or equivalent system

        Ability to analyze process and provide improvements to existing methods

        Point Contact for Information Technology issues associated with establishing the Project Information Management System and related IT databases and tools.

        Produce periodic information management system performance reports covering the full scope of the Documents and Standards Technical Center

        Interface with User base to understand changing needs and provide understanding of processes for utilizing Centers

        Provide training for direct reports and general training to User Base as required

        Interface with the PMT DFO Coordinators to identify, communicate, and resolve issues associated with handover information as required for Operations planning, startup, and ultimate production operations.

        Undertakes similar or related duties as directed by Head of Section

Operating Environment, Framework and Boundaries:

        Operates in a multi-cultural, multi-national environment, requiring professional conduct and proper office protocol

        Provides corporate-wide support and training for Information Data Management

        Operates within established Company policies and procedures and in a well-structured organizational framework clearly defining the reporting relationships. 

        Keeps management informed of business impact (cost and operational) coordination preparation of scope of work for tendering manpower, services, and equipment contracts, reviews documents and gives recommendations for contractor pre-qualification, Technical & financial evaluation

        Demonstrates leadership and ability to contribute to a team to implement corporate business objectives, strategies and plans.

        Adheres to occupational safety and health regulations and participate in coordination efforts for Information Management Section in compliance with Company safety and environmental protection programs.

        Carries out specific duties and responsibilities related to this job as specified in Management System documentation, policies, procedures and local documentation, Management System Manual, Safety Manual and other related RGEE documents.

        Engages in close collaboration with managers and supervisors, both within and outside of the Documents and Standards Section.

        Exhibits flexibility in assuming new (add-hoc) responsibilities as they arise.

Communications and Working Relationships:

Internal daily contact with Documents and Standards Section staff

Periodic outside contacts with:

o        Regular contact with Users of the documentation within the Technical Center to provide service and receive documentation

o        Regular meetings with Head of Section and other Senior Analysts for updates and guidance

o        Regular meetings with direct reports

o        Contractors and suppliers of equipment for Company facilities, print machines, archive equipment etc., for servicing and maintenance.

o        Contractors and equipment vendors, regarding documentation for the Plant and Offshore facilities.

o        User Base to provide service and receive information

Problem Solving/Complexity:

        Analyzes data for its purpose, storage, retrievability, quality, and retention value

        Exercises independent judgement in selecting and recommending various alternative methods and systems.  Solutions are developed on the basis of functional knowledge and company precedent.

        Continually assesses current practices and overall situation and to identify when a process or procedure needs to be updated

Decision Making Authority and Responsibility:

        Operates in accordance with established procedures and technical documentation standards and practices.  Work is regularly reviewed by Section Head.

Knowledge Skills and Experience:

        Technical education with a certificate in an engineering discipline or library science. A university degree in Science or in Business management or systems would be an advantage.

        10+ years working experience in areas of technical administrative support and document management, including working experience with IT systems and tools.

        5+ years working in project technical information management assignments with a minimum 3 years experience in supervisory / management positions.

        Skill and experience in supervision of Information Management / Document Control personnel in an oil and gas industry project team.

        High proficiency in Document Control, IT tools, databases, and administrative procedures.

        Excellent planning, analytical, and problem solving skills

        Understanding of information and documentation needs and uses in operating oil and gas facilities. Experience in a Production, Refining or Chemicals operations technical support organization is desirable.

        High level skills in written and spoken communications including proven ability to create procedures, guides and training.
