Basic Function :
Assist Head of Loss Prevention Engineering with the implementation of the Company loss prevention program and ensure compliance with relevant codes of practice and petrochemical industry engineering standards. Participate in or lead in-house hazard identification and risk assessment studies as appropriate and prepare related reports.
Work with other groups to ensure that safety recommendations receive appropriate follow-up. Assist with scope development for externally contracted safety studies and co-ordinate review and acceptance of such studies. Monitor proposed modifications to the plant and offshore facilities which may affect safety and provide Safety Engineering input and guidance.
Prepare/update safety and emergency procedures as need is identified. Asset Safety Training Co-ordinator with conduct of basic site safety training and special safety training courses as required. Assist with periodic inspection of construction, Plant Process, Operations, Offshore Producing and Drilling activities.
Tasks and Duties :
a. Participate in or lead hazard identification and risk analysis of plant and offshore facility and assess criteria, produce reports to achieve hazard reduction and compliance to revised Government or Company standards and codes.
Use applicable international standards such as; API for plant design and safety, NFPA for fire protection and prevention and Qatar Labor Law for health and safety in the work place. Work with other groups within Company to ensure that appropriate safety related follow-up is conducted. Assist with tracking of recommendations and updates of study master files. Provide input for scope of externally contracted safety studies and review draft reports, provide comments and work towards final acceptance of such studies.
b. Monitor proposed modifications to the plant and offshore facilities which may affect safety. Provide Safety Engineering input and guidance based on recognized international standards and applicable codes, sound engineering practice and Management of Change principles. Monitor process conditions and changes. Consult with Process Engineering, engineering Services and Inspection Division Heads to ensure that facility machinery integrity and safety is maintained with regard to change in pressure, temperature and materials to ensure worker safety.
c. Assist with ongoing development and updates of general safety and specific work related procedures and manuals, handbooks, etc., including emergency procedures to cover major incidents or disasters, ensuring all contingencies are covered. Assist with the development of credible incident scenarios for use emergency drills.
d. Participate in the provision of specialized safety training to Company employees involving both classroom instruction and on site demonstrations and drills. Co-ordinate activities with Safety Training Co-ordinator, Fire and Security Department and Plant / Field safety Officers as required.
e. Inspect the plant and offshore facilities to ensure that modifications and new construction comply with relevant standards and design parameters with regard to safety and fixed fire defense systems, Review the criteria and the technical designs from the Engineering Department to ensure they meet the current standards, i.e. NFPA, API, etc.
f. Inspect and evaluate work methods for optimum performance with regard to accepted safe work methods in compliance with Company standards and procedures. Develop solutions to reduce hazard potential to Company resources of material, people and time. Monitoring the status of safety and fire protection systems to help ensure availability and function. Examine work functions such as movement of stock material, mooring of ships, lifting of pumps as well as the competency of crane, vehicle and machine users.
g. Review procedures and systems of work and analyze statistics to produce trends of accident analysis and environment effects of the worker. Assist with the development of computer aided techniques / data bases for recording and analysis of safety performance. Apply quality control techniques to safety in the work place to protect the Company’s human resources.
h. Responsible for the support of Company Safety, environment and Quality policies and programs, and carrying out specific duties and responsibilities related to his job as spelled out in Management system documentation, policies, procedures, local documentation, Management System Manual,Safety Manual and other related documents.
Work Contacts :
Internal frequent contacts with Safety & Environment personnel and Operations, Maintenance and Project personnel (onshore and offshore) at own or next higher level to monitor and advise on the application of safety and fire prevention methods and standards. High importance is placed on quality and timeliness of service for client groups. External periodic contacts with other operating companies and consultants regarding safety engineering practices and work methods, general safety and emergency procedures, mutual industrial aid and co-ordination of externally conducted safety studies. Routine daily contact with Senior Safety Engineer and Safety Engineer.
4. Independence of Operation :
Works with and meets frequently with Senior Safety Engineer to prioritize special projects and routine work activities. Participate in staff Meetings to ensure good communication between co-workers. Work methods shall be in accordance with established Company policies, Government laws and regulation and specialized technical standards. Work progress and accomplishments are subject to review and direction by Senior Safety Engineer.
5. Physical Effort :
25% walking /standing and climbing
75% sitting in an office environment.
7. Work Environment :
25% non air-conditioned environment exposed to heat, humidity, noise and fumes.
8. Minimum Requirements :
a. Bachelor’s degree in Chemical, Mechanical, Engineering, Fire Protection or Safety Engineering.
b. 10 years’ experience in industrial safety and loss prevention in the oil and gas industry including onshore plant construction, commissioning and operation and offshore drilling and producing.
c. Special emphasis is placed on ability to lead hazard identification reviews utilizing recognized techniques (e.g., Hazop, What-If, etc.) with a good understanding of risk assessment techniques. Practical knowledge of safe systems of work is essential with Emergency Preparedness knowledge/experience strongly desirable.
d. Ability to read engineering drawings and communicate with other engineers is essential.
e. Very good knowledge or written and spoken English with ability to produce procedures and technical reports.
f. Very good knowledge of Word for Windows, Excel spreadsheet and PrimaTech Hazop and What-If PC computer software.

Provides professional engineering expertise for the implementation of a loss prevention program to ensure compliance with all relevant codes of practice and petrochemical industry engineering standards.
Operations are carried out according to international engineering standards and within a well-structured environment and clearly defined reporting framework.
