ROLE DESCRIPTION

 

Job Purpose

 

      Develops implements, administers and coordinates a comprehensive crisis management and emergency response system for Qatargas. This includes procedures, training, drills/exercises and coordination with all interested parties within Qatargas and externally

 

 

Reporting and Relationships

         The position reports to Safety and Risk Manager

         This position has no supervisory responsibility.

         Internal frequent contacts with CEO, COOs, SEQ department, HR Department, PR Department, Security Division, Operations Asset Management, Operations Expansion and Start-Up management (ESU), Expansion Projects Teams and other Operations Supervisory levels.

         Externally with counterpart of Shareholders such as QP, RLIC, other RLIC users, and third party consultants.

 

 

 

Job Context & Major Challenge(s)

 

         Works with and meets frequently with Safety and Risk Manager and EMS Manager to prioritise tasks and routine work activities. 

         Can work with a reasonable degree of independence to ensure emergency and crisis management issues conform to QG requirements and best industry practices. However, communication, coordination and agreement with other parties is essential to ensure success

         The main challenge will be getting agreement on common Crisis Management and Emergency Philosophies and procedures between all the different parties involved. Having to deal with many entities that may have different agendas will require significant problem solving skills.

      Ensure   all   activities are undertaken in compliance with Company Safety, Health and Environment and Quality policies, regulations and standards.

Qatarization Program

      Contribute to the development of Qatari employees. This accountability is a condition of employment for expatriate employees.

 

Firewall Compliance

 

      Ensure all activities undertaken comply with anti trust and competition laws and the Company firewall policies and procedures.

 

 


Key Job Accountabilities

Measurement

1.    Develop, review and amend corporate crisis management and emergency response philosophy and supporting procedures/plans applicable to all Qatargas activities

2.    Supports the assets in the development of their Emergency Response Plans

3.   Ensure coordination of emergency response philosophies and procedures between QG operating assets and Expansion Projects. 

4.   Represents QG in coordination of emergency response with external organizations such as QP, RLC, RasGas, and other RLIC users.

5.   Serves as a Contract Accountable Manager for the consultant services in crisis management and as a single point of contact for the consultant representatives, evaluates and manages their performance.

6.   Work with the Environmental Division in the Oil Spill Response related issues.

7.   Develops and delivers emergency response and crisis management training packages to ensure the level of readiness of response is adequate. Liaise with On-scene Commanders, Incident Commanders, Crisis Management Team members and other emergency response personnel to ensure their readiness

8.   Develops annual emergency response drills and exercises schedule, including major exercises involving Crisis Management Team mobilisation. Coordinates with onshore and offshore operations to review their annual/periodic drill plans and reviews progress

9.   Sets up a mechanism to log the findings and corrective actions from exercises/drills and monitors them effectively to implement such improvements.

10.   Maintains Automatic Emergency Notification and Callout System and advises Telecoms on changes in the response personnel including their updated contact numbers in coordination with their departmental managers

11.  Provide inputs to Business Continuity Plans and business vulnerability workshops

12.  Performs regular audits of the emergency response function within QG in order to ensure compliance with policies and procedures and for continuous improvement

13.  Responsible for providing, directing and maintaining emergency response facilities such as ECCs (Emergency Command Centers)  and CMCs (Crisis Management Centres) at QG locations Ras Laffan HQ, Doha etc. Performs regular checks of such facilities to ensure a state of readiness

14.  Coordinate with Loss Prevention engineering in major incidents or disasters scenario development through dispersion and risk modelling software packages and ensure that adequate mitigation plans are in place to handle such scenarios

15.  Participate in accident and incident investigations as required using industry standards methods and tools such as TAPROOT.

16.  May be called upon to provide emergency response support and advice during real emergencies

 

 

Qualifications

 

 

 

         University level degree or professional qualifications e.g. Crisis Management, Environmental Management & Communications, Emergency Preparedness & Management, or Fire Services.

Knowledge and/or Experience

 

 

         8 years experience in crisis management or emergency response in the oil and gas industry including onshore and offshore operations.

Technical and Business Skills

         Special emphasis is placed on ability to lead scenario identification sessions.

         Decisive with strong management skills, self-motivated and the ability to provide added value within a team.

         Very good knowledge of written and spoken English with ability to produce procedures and technical reports.

         Very good knowledge of Word, Excel spread sheet, and Visio software

         Experience of running major emergency response exercises is required

         Very good communication and training skills. Ability to listen, persuade and influence at all levels.
