Job Purpose

Incumbent act as an Advisor to the HR Department on Manpower planning matters. Undertakes studies of organisation structures and design. Provides advice on ideal organisational design to achieve business goals and Company strategy after thorough review of business processes and business objectives. Overlooks manpower benchmarking studies and through diagnostic studies and research advice the Company on appropriate manpower strength and ideal manpower demographics that enables the business to perform and excel. 

Reporting and Relationships

Reports to the Head of Manpower Planning and deals frequently with Department Managers ,Chief Operating Officers and subject matter experts within the Company

·      Ensure   all   activities are undertaken in compliance with Company Safety, Health and Environment and Quality policies, regulations and standards.

·      Contribute to the development of Qatari employees. This accountability is a condition of employment for expatriate employees.

·      Ensure all activities undertaken comply with anti – trust and competition laws and the Company firewall policies and procedures.

Key Job Accountabilities



1.    Overlook Company Manpower benchmarking process to ensure it is managed and delivered successfully.


2.    Undertake organisational studies to identify problems root cause creating lack of organisational efficiency or lack of effectiveness of business delivery and providing recommendations.


3.    Reviews organisational structural changes and provide assessment and evaluation on their robustness through undertaking analytical studies and using diagnostic tools (e.g. Workload analysis)


4.    Objectively review and evaluate all requests for additional manpower, creating new positions, deleting positions, upgrading positions, downgrading positions, reclassifying positions, trading off positions and splitting positions with subject matter experts within HR and provides recommendations to HR Management.


5.    Develops and designs tools, systems and processes to evaluate organisational design and structure.


6.    Reviews various manpower related processes and systems and ensures they are sound and enable the Manpower Planning function run its business effectively.


7.    Reviews current situations and develops recommendations for addressing manpower and organizational issues e.g. age profile, retirement planning, secondment to / return from projects.  Analyses issues to be addressed during annual manpower budget exercise.


8.    Understand and is able to advise on change management and is able to put in place processes to manage change effectively as it is essential when doing organisational changes.


9.    Able to give advice on best practice in relation to manpower planning and manpower budgeting processes.







·         Bachelor’s Degree in Business Administration or equivalent

Knowledge and/or Experience


·         8 years of manpower planning related experience preferably within the Oil & Gas Industry

Technical and Business Skills

·         Proficiency in the use of SAP, computer packages such as the Microsoft package.

·         Able to do process mapping and workload analysis
