Purpose of the Job

To manage and monitor the operations of downstream assets worldwide, to ensure that the assets are operating efficiently with full realization of quality standards.

Financial Dimension:     Position responsible of Downstream assets with value of $10billions plus.

Key Accountabilities


Strategic Contribution

Contribute and provide inputs to the development of the Commercial & Marketing strategy in line with the overall business objectives of the Downstream function.


Manage the effective achievement of objectives through setting individual objectives, managing performance, developing and motivating staff, provision of formal and informal feedback and appraisal in order to maximise subordinate and the overall performance.

Organisation Structure

Recommend an optimum organisation structure in coordination with Organizational Effectiveness and Strategic Manpower Planning for the department so that resources are optimally utilised and communication can take place in an efficient manner.

Budgets and Plans

Prepare and recommend the budget and monitor financial performance versus the budget so that the business is aware of anticipated costs/revenues, and areas of unsatisfactory performance are identified, rectified promptly and potential performance improvement opportunities are capitalised upon.

Downstream Operations

Manage and monitor downstream assets operation worldwide.

Provide technical assurance to management and assessment for potential downstream investment opportunities, to ensure that the definition, development and operation of any projects are undertaken to the required quality and standards across all locations

Provide support on all aspect of asset management to downstream directorate related to the entire functioning of the asset.

Lead and participate in the review and evaluation of asset optimization.

Provide technical assurance to QPI management, to ensure that the definition, development and operation of any client project is undertaken to the required quality and standards, and that the development is capable of producing at desired levels.

Guide the development and implementation of engineering components of international downstream projects at various phases of feasibility, basic design, detailed design, construction, commissioning and start up.

Coordinate all defined stages of the projects lifecycle of downstream projects with joint venture partners and work closely with other project development and disciplines to ensure alignment of works across projects.

Ensure alignment of activities with other interdependent areas and departments of the company by the way of reporting and regular interactions through the whole of the projects lifecycle from evaluation (pre-feasibility, feasibility), development (FEED) through to execution (EPIC) and handover to operations.

Protect client’s interests when interacting with joint venture partners and contractors.

Own the downstream standards and maintain the engineering strategy and project management policies.

Evaluate the design concepts with regard to functionality, performance, reliability, availability, operability and cost.

Continuous Improvement

Stimulate subordinates and contribute to the identification of opportunities for continuous improvement of   systems, processes and practices taking into account ‘international leading practice’, improvement of business processes, cost reduction and productivity improvement.

Policies, Systems, Processes & Procedures

Develop and recommend enhancements to policy and procedures related to XXX and implement procedures and controls covering all areas of XXX activity to ensure adherence and effective implementation.

Quality, Health, Safety, & Environment

Ensure compliance to all relevant quality, health, safety and environmental management procedures and controls to guarantee employee safety, compliance, delivery of high quality products/service and a responsible environmental attitude.

MIS and Reports

Supervise the preparation of timely and accurate departmental MIS statements and reports to meet client’s and department requirements, policies and standards.

Related Assignments

Perform other related duties or assignments as directed.            


Qualifications & Experience

Minimum Qualifications and Knowledge:

Bachelor Degree in Chemical or Mechanical Engineering.


MBA or a Master Degree in Economics is preferred.


·         10 to 15 years of experience with major Oil Company/Operator or major oil service company with excellent and broad industry knowledge.

·         Experience gained in engineering and project management of projects of a similar nature to the planned portfolio.
